- Judith M. Schiavi, CPA, MBA
Judy is the managing principal of Schiavi, Wallace & Rowe, PC. She is responsible for coordinating special projects of the firm, including; Third Party Liability ("TPL") readiness, Medicaid appeals and expert witness testimony, management information systems design and installation, accounts receivable procedures and collections, and facility budgeting and strategic planning. Formerly a manager with the accounting firm Clifton Gunderson LLC, Judy has been working with the long-term care industry for more than 20 years.
A 1985 graduate of the University of Baltimore, Judy completed her Masters in Healthcare Finance at U.B. in December of 1998. Judy is a member of the board of directors of Pickersgill Retirement Community. She is also a member of the American Association of Homes and Services for the Aging (AAHSA) and has been a member of the Maryland Association of Certified Public Accountants (MACPA) for many years, where she chaired a committee sponsoring a mentoring program for new CPAs.
- Barbara G. Wallace, CPA
Barbara, one of the founding principals of the firm Schiavi, Wallace & Rowe PC, is a 1989 graduate of the University of Baltimore. Barbara is a CPA with 17 years of healthcare experience, and was formerly employed by the Maryland Medicaid intermediary. In that capacity she was responsible for such projects as; coordinating the annual rate setting process for all Maryland Medicaid participating nursing homes, auditing nursing home cost reports and issuing final settlements in accordance with COMAR and PRM regulations, auditing Medical Day Care Program facilities, and desk reviewing home health agencies participating in Maryland Medicaid.
Barbara currently oversees financial statement audits and cost report preparation and reimbursement issues for clients of Schiavi, Wallace & Rowe, PC. Barbara is a member of the Maryland Association of Certified Public Accountants (MACPA), and attended the Carroll County Leadership Program.
- Dawn L. Rowe, MBA, CPA, CPC
Dawn, the newest principal of Schiavi, Wallace & Rowe, PC, has over 17 years experience in health care finance. Dawn specializes in consulting assignments covering third party reimbursement for hospitals, long-term care facilities, home health agencies, and outpatient rehabilitation providers, as well as financial planning and forecasting.
Dawn held previous positions as a Manager for the national accounting and consulting firm KPMG LLP where she provided reimbursement consulting services to hospitals, and as a Reimbursement Manager for Manor Care, the national long-term care chain. She earned a Masters of Business Administration from Loyola College, and is a member of the Healthcare Financial Management Association (HFMA), the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.
- Lise' Shears Lise' comes to us with 3 years of accounting experience including 1 1/2 years at the public accounting firm of Weil, Akman, Baylin & Coleman P.A. She specializes in providing auditing services to our clients. She holds a Bachelor's Degree in Accounting from University of Maryland University College.
- Sue Littlejohn Sue has more than thirty years of bookkeeping and business office experience, with 12 of those years being spent in a healthcare environment. Sue is familiar with all aspects of long term care business offices, including accounts payable, payroll, resident funds, and accounts receivable.
- Linda Rajewski,CPA With more than 17 years of experience, including former employment with Clifton Gunderson, the Maryland Medicaid intermediary, Linda specializes in accounting services, health care consulting, cost report preparation, and various reimbursement consulting issues. Linda was also formerly the Assistant Vice President of Finance for Green Acres Health Systems of MD, which manages Riverview Care Center, LLC, a 238 bed nursing and rehabilitation facility in Essex, MD. She is a 1987 graduate of the University of Baltimore and is a member of the American Institute of Certified Public Accountants (AICPA) and Maryland Association of Certified Public Accountants (MACPA).
- Kurt J. Schaeffler, CPA, CPC-A Kurt has over 18 years of diversified financial and reimbursement experience in the audit, consulting and corporate healthcare fields. Kurt specializes in Medicare and Medicaid reporting for all provider types, and performs financial audits and various consulting services such as financial analysis and forecasting.
Kurt held previous positions as Reimbursement Director for two different divisions of Integrated Health Services, Inc. (IHS) where his responsibilities included Medicare/ Medicaid reporting, developing financial models for forecasting and determining reimbursement impacts related to the monthly close process, and supporting Operations regarding reimbursement, financial and operational issues. He is a 1986 graduate of Mount Saint Mary’s College and is a member of the American Institute of Certified Public Accountants (AICPA), American Academy of Professional Coders (AAPC) and Healthcare Financial Management Association (HFMA).

Mary Beth Kepler, CPA Mary Beth joins the firm with over 20 years of public accounting experience in the healthcare industry. She specializes in Medicaid and Medicare reimbursement consulting including cost report preparation and review, overall reimbursement theory, final settlement appeals, as well as rate analysis and appeals of appraisals.
Formerly an Assurance Manager with McGladrey & Pullen, Mary Beth’s responsibilities include auditing, supervising engagements, drafting financial statements, advising clients on accounting policies and technical accounting issues, and facilitating continuous year round client communications.
Mary Beth received her Bachelor of Science in Accounting from Towson University and is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants. She is also a member of the Nursing Home Liaison Committee and has been involved with HFAM and MANPHA committees over the years.
